The wealthy top tier schools will have their handlers who will offer/tamper with stars of other schools and make nil agreements to enter the portal and transfer ro their particular school. So some schools will also be feeder schools to other schools..

So some schools will discover diamonds in the rough; build them up through weight development and in 2 years they get good and transfer to a big achool with nil .. the big school dont have to invest in development - good return on the investmenf
